The short answer

What Mammoth Services does in La Marque.

Mammoth Services is a commercial and industrial roofing contractor based on East NASA Parkway in Houston, up I-45 from La Marque. In La Marque, Mammoth Services handles full roof replacements, recovers where the existing roof and code allow, new construction roofing for general contractors, and restoration where a roof is a sound candidate.

Every La Marque project starts with a roof assessment: what the roof is made of, how wet it is, how it drains, and what sits under it. From there Mammoth Services writes a scope, prepares the City permit, plans the TDI windstorm inspection, and schedules the work so the building stays in use.

A growing city

New roofs and older roofs, side by side.

La Marque grew from 14,509 residents in the 2010 Census to 18,030 in 2020, about 24 percent, and the Census Bureau estimates 20,324 for July 2025, about 12.7 percent above the 2020 count. That growth is bringing new commercial buildings to the I-45 corridor while older buildings around the city keep aging.

New retail at I-45 and FM 1764

A retail center of about 200,000 square feet broke ground in 2026 on FM 1764 near I-45, on land around the former Gulf Greyhound Park, according to The Daily News. New construction roofs need to match the specification and the manufacturer’s warranty requirements from day one.

Heavy industrial land

In October 2025 the City Council rezoned nearly 450 acres along I-45, held by the Port of Texas City and its terminal railway, to heavy industrial, with development not expected before late 2027 or 2028, The Daily News reported. Industrial roofs bring plant safety rules and wide low-slope spans.

Existing buildings

Older retail, office, church, school, and shop buildings are where replacement and recover decisions come up most. The first question is whether the roof is wet: a moisture survey decides what has to come out.

Codes, permits, and windstorm

How a La Marque roof gets approved.

Three sets of rules shape a commercial roof in La Marque: the City’s 2024 codes, the City’s permit process, and TDI windstorm certification for TWIA eligibility.

01

2024 codes since February 2025

La Marque adopted the 2024 International Building Code, Existing Building Code, and Energy Conservation Code, among others, effective February 10, 2025. Nearby Dickinson and Santa Fe still list 2018 editions, so a specification copied from another job may not fit La Marque.

  • Roof assembly, insulation, and edge details checked against the 2024 editions
  • Existing Building Code applied to re-roof and recover decisions
02

City permit

The City’s permit FAQ says replacing a roof requires a permit. Applications go to the Permitting Department at 1130 1st Street with contractor registration and the plan review documents the scope calls for, and the City notes that work caught without a permit is charged double fees.

  • Mammoth Services prepares and submits the application
  • Inspections scheduled as the work reaches each stage
03

TDI windstorm, Inland I

TDI includes all of Galveston County in its designated catastrophe area and lists La Marque in the Inland I zone. TDI says re-roofs in that area must be built and inspected to TDI’s adopted specifications to qualify for TWIA coverage, and its process starts with a written notice (form WPI-1) before the work begins.

  • WPI-1 filed before tear-off
  • Inspections built into the schedule so the WPI-8 is not an afterthought

Behind the levee

Surge protection is not roof protection.

La Marque sits inside the Texas City Hurricane Flood Protection system, which the City describes as protecting 36 square miles of the Texas City, La Marque, and Hitchcock area from a 15-foot hurricane storm surge with accompanying waves.

Ike came close

A U.S. Army Corps of Engineers fact sheet says Hurricane Ike’s surge in 2008 came within 2 feet of overtopping the levee. A protected site is still a coastal site.

Wind still reaches the roof

During Ike, the National Hurricane Center lists a 77-knot (about 89 mph) gust at a Texas City station next to La Marque. Edge metal, perimeter attachment, and rooftop equipment ties are where wind damage starts.

Rain still has to drain

Rain inside the levee has to leave every roof and then the protected area. Mammoth Services sizes drains, scuppers, overflows, and tapered insulation for heavy Gulf Coast rain.

Planning the project

What a La Marque roof replacement plan covers.

Facility managers and procurement teams need the same things on every job: a clear scope, a schedule the building can live with, and records at the end.

  • 01

    Assessment and moisture survey

Core samples and moisture survey methods show how much of the existing roof is wet, which decides between replacement, recover, or restoration.

  • 02

    Specification and submittals

System, insulation, cover board, attachment, edge metal, and flashing details, with product data ready for your architect, engineer, or owner’s representative.

  • 03

    Safety and access

Roof access, fall protection, crane or hoist staging, and any site safety orientation your facility requires, agreed before mobilization.

  • 04

    Phasing

Tear-off sized so the building is dried in each day, with tenant notices and rooftop equipment shutdowns planned with your team.

  • 05

    Closeout records

Permit and windstorm documents, warranty paperwork, and photos kept in Roof Passport, with ongoing inspections available through Roof React RAMP.

Questions

Commercial roofing in La Marque: direct answers.

If your question is not here, call Mammoth Services at (832) 416-1566.

  • 01

Which building code applies to a commercial roof in La Marque?

The 2024 International Building Code. La Marque adopted the 2024 ICC family of codes effective February 10, 2025 (Ordinance O-2025-002). For TDI windstorm certification, TDI also requires the 2024 IBC for applications on and after April 1, 2026, so in La Marque the City code and the windstorm code are on the same edition.

  • 02

Does a commercial roof replacement in La Marque need a permit?

Yes. The City’s permit FAQ says replacing a roof requires a permit. On the City building permit application, commercial roof work is marked as a roof and a commercial repair or remodel, with contractor registration and the plan review documents the scope needs.

  • 03

Does the Texas City levee mean a La Marque roof does not need to handle storms?

No. The levee is built to reduce storm surge risk. It does nothing about wind or rain on the roof itself, and rain that falls inside the levee still has to drain off every roof and out of the protected area. Wind design and drainage still drive the roof specification.

  • 04

Can a public agency in La Marque buy roofing through a cooperative contract?

Yes, if the agency is a TIPS member. Mammoth Services, LLC is a TIPS awarded vendor for roofing, contract 24060401.
