The short answer
What Mammoth Services does in Pasadena.
Mammoth Services is a commercial and industrial roofing contractor based on East NASA Parkway in Houston, south of Pasadena. In Pasadena, Mammoth Services replaces and recovers roofs on plant buildings, control and maintenance buildings, warehouses, distribution centers, offices, and retail, and installs roofs on new buildings for general contractors.
Industrial roofing in Pasadena is as much about planning as material. The roof has to fit the facility’s safety program, work permits, and operating schedule, and the membrane has to suit what lands on it: heat, grease, oils, or process exhaust.
For leaks, PVC repairs, and storm damage on an existing Pasadena roof, see commercial roof repair in Pasadena.
Pasadena’s industrial base
Ship Channel, Bayport, and the highways between.
The Pasadena Economic Development Corporation calls the petrochemical value chain Pasadena’s largest and most important economic engine.
Petrochemical and process
Process plants and their support buildings: control rooms, maintenance shops, warehouses, and labs, where roof work follows the plant’s safety rules.
Logistics and distribution
The EDC’s strategic plan lists Port Houston’s Bayport Container Terminal, the Houston Ship Channel, SH 225, Beltway 8, SH 146, and a Union Pacific rail line as Pasadena’s logistics assets. Distribution roofs are large, low-slope, and cannot leak on inventory.
Commercial
Retail, restaurants, hotels, and medical offices serve a city of 148,539 residents estimated for July 2025.

Who governs the roof
City limits, industrial districts, and windstorm.
In Pasadena, the first question on an industrial roof is not the membrane. It is which rules apply to the site.
Industrial districts in the ETJ
The City of Pasadena says industrial districts located in its extraterritorial jurisdiction are not subject to City ordinances and permitting requirements. Those sites run their own engineering review and work permit systems, and Mammoth Services works inside them.
- Site safety orientation and work permits before mobilization
- Hot work, confined space, and roof access rules followed as the site writes them
Inside city limits
The City’s fee schedule says roof replacement or repairs over 25 percent of each roof require permits, and commercial roofs that are altered or structurally modified need engineered drawings. The City put the 2024 codes into effect February 2, 2026, and permits run through its online portal and the Permit Department at City Hall, 1149 Ellsworth Drive.
- Scope reviewed against the 25 percent threshold
- Engineered drawings coordinated when structure changes
TDI windstorm east of SH 146
TDI’s designated catastrophe area in Harris County includes areas east of State Highway 146 inside the city limits of Pasadena and four neighboring cities, in the Inland I zone, and lists the WPI-8 for Pasadena construction after March 1, 1997. The building’s address decides whether it applies.

Choosing the membrane
PVC where the exposure calls for it.
Most roofs do not need chemical resistance. Some Pasadena roofs do, and GAF’s guidance on single-ply membranes is specific about the differences.
TPO
A strong all-around membrane for UV and heat. GAF notes it may weather faster with some chemicals and can absorb greases and oils, so a sacrificial layer is used around grease traps, vents, and stacks.
PVC
More acid-resistant than TPO and often recommended where grease and oils are present, though GAF notes greases and oils can draw plasticizers out of the sheet over time.
PVC-KEE
Widely regarded as having excellent chemical resistance across a broad range of chemicals, which makes it the usual choice where exposure is a real concern.
GAF also says roofs should not be exposed to chemicals at all, that strong acids, oxidizers, and most strong bases damage most membranes, and that manufacturer warranties typically exclude damage from oils, greases, and chemicals. Mammoth Services starts by identifying the exposure source with your engineering team, then specifies the membrane.

Planning the project
What engineering and procurement teams get.
Industrial roof projects in Pasadena are planned with the people who run the facility, not around them.
- 01
Condition assessment
Roof survey, core samples, and moisture survey, with photos and written findings your team can share internally.
- 02
Specification and submittals
System, attachment, insulation, and detail drawings, with product data for engineering review.
- 03
Safety and work permits
Site orientation, job safety analysis, fall protection, and hot work controls agreed before crews arrive.
- 04
Schedule and phasing
Work sequenced around operations, turnarounds, and shipping, with each area dried in daily.

Questions
Industrial roofing in Pasadena: direct answers.
If your question is not here, call Mammoth Services at (832) 416-1566.
- 01
Does a plant in a Pasadena industrial district need a City roofing permit?
The City of Pasadena says industrial districts in its extraterritorial jurisdiction are not subject to City ordinances and permitting requirements. Inside city limits, the City’s permit rules apply. Plant sites usually have their own engineering review and work permit requirements either way, and Mammoth Services works within them.
- 02
When does a roof project in Pasadena need a City permit?
Inside city limits, the City’s fee schedule says roof replacement or repairs over 25 percent of each roof require permits, and commercial roofs that are altered or structurally modified need engineered drawings. The City put the 2024 codes into effect February 2, 2026.
- 03
Should an industrial roof in Pasadena be PVC?
Only when the exposure calls for it. GAF’s guidance says PVC is more acid-resistant than TPO and is often recommended where grease and oils are present, and that PVC-KEE has broad chemical resistance. GAF also says roofs should not be exposed to chemicals in the first place, and that the specific exposure has to be evaluated for each project.
- 04
Is Pasadena in the TDI windstorm area?
Only part of it. TDI’s Harris County area covers areas east of State Highway 146 inside the city limits of Seabrook, La Porte, Shoreacres, Pasadena, and Morgan’s Point. Mammoth Services checks the address before assuming either way.
- 05
Can a public agency in Pasadena use a cooperative contract?
Yes, if it is a TIPS member. Mammoth Services, LLC is a TIPS awarded vendor for roofing, contract 24060401.
