The short answer
Commercial Roof Repair: what Houston owners should know.
Commercial roof repair in Houston means fixing the failed detail with materials and methods that match the existing system: welded patches on TPO and PVC, compatible plies and mastics on modified bitumen and built-up roofs, fastener and seam work on metal, and approved recoat details on coated roofs. Mammoth Services repairs roofs whether or not it installed them.
Each Mammoth repair visit ends with written findings and photos, so you know what failed, what was done and what to budget for. In the City of Houston, roof covering work that stays within an aggregate of 100 square feet does not need a permit, while re-roofs and overlays do. Call Mammoth Services at (832) 416-1566 or book a roof assessment.
By roof system
How flat roof repair works on each commercial system
The same leak calls for a different repair on each membrane. A patch that is wrong for the system can fail sooner than the hole it covered.
TPO and PVC single-ply roofs
Thermoplastic membranes are repaired by heat welding new membrane to the old. Aged TPO and PVC must be prepared first. GAF's technical bulletin on seam cleaning says weathered membrane needs its oxidized top layer scrubbed off and then wiped with the matching cleaner, because contaminants generally cause a poor or false weld. The same bulletin says membrane contaminated with asphalt, adhesive or oil generally cannot be cleaned well enough and should be cut out and replaced.
- Scrub and solvent-clean weathered membrane before welding
- Probe every new weld once it cools
- Replace, do not glue over, chemically contaminated areas
Modified bitumen and built-up roofs
Asphalt roofs fail at blisters, open laps, split base flashings and worn cap sheet granules. Repairs use compatible plies set the same way the roof was built.
- Cut and dry blisters before re-plying
- Rebuild base flashings to full height
- Restore surfacing so UV does not reach the asphalt
Metal roofs
Most metal leaks come from backed-out or worn fastener washers, open end laps, failed ridge and trim closures, and rust at cut edges. Repairs use new gasketed fasteners, resealed laps and rust treatment before any coating.
- Fastener replacement and lap resealing
- Rust treatment and panel replacement where metal is thin
- Closure and trim repair at ridges and eaves
Coated roofs
Silicone, acrylic and urethane coatings are repaired with the same chemistry or one the coating maker approves. Delaminated coating over wet substrate is a sign the problem is below the coating, not in it.
- Match repair coating to the existing chemistry
- Clean and test adhesion before recoating
- Check for wet substrate under peeling coating

Houston conditions
What Houston weather does to commercial roofs
Houston roofs work hard all year. Heat and sun age the surface, rain finds every weak detail, and wind events hit the edges first.
Heat and UV
Long summers bake membranes and sealants. Seams, caulked counterflashings and pitch pan fillers crack first, so most Houston repairs are at details, not in the open field.
Rain volume
NOAA's climate data for Bush Intercontinental lists a 1991 to 2020 normal of 51.84 inches of rain a year. Drains, scuppers and gutters that are partly blocked turn heavy downpours into ponding and overflow at flashings.
Hurricane wind
When Hurricane Beryl came ashore near Matagorda on July 8, 2024, the National Weather Service logged unofficial gusts of 84 mph at Hobby and 83 mph at Bush Intercontinental. Gusts like that lift edge metal and corners.
Derecho winds
On May 16, 2024, a derecho pushed a swath of 100+ mph winds through the Houston metro, according to the NWS Houston/Galveston climate summary. Wind damage often surfaces later as open seams.
Rooftop traffic
HVAC service, cable and solar work put boots and tools on the membrane. Dropped screws and dragged equipment cause punctures nobody sees until the next rain.

The decision
Repair, restore or replace a commercial roof
These conditions usually point one way or the other.
| What we find | Usually points to | Why |
|---|---|---|
| One or two failed details on a sound membrane | Repair | The rest of the roof still has service life. |
| Many small failures, membrane still dry and intact underneath | Restoration or coating, if the system qualifies | A restoration can renew the surface when the insulation is dry and the membrane is sound. |
| Wet insulation in isolated pockets | Repair with replacement of the wet areas | Wet areas are cut out and replaced so they do not spread or rot the deck. |
| Widespread wet insulation or deck damage | Replacement | Covering water-soaked or deteriorated roofs generally is not allowed under the reroofing code provisions and traps the problem. |
| Leaks returning in new places every season | Replacement planning | The membrane is worn across the roof, and repair spend is not buying time anymore. |
| Two existing roof coverings already in place | Tear-off when the roof is replaced | Reroofing rules generally do not allow a recover over two or more existing coverings. |

Permits
City of Houston permit rules for roof repair and re-roofing
Small repairs and re-roofs are treated differently. Know which side of the line your project sits on before work starts.
Small repairs and tarping
In its May 2024 post-storm guidance, Houston Public Works listed roof covering that does not exceed an aggregate of 100 square feet, and tarping, among the work that can be done without a permit. Most detail repairs fall well inside that limit.
Re-roofs and overlays
Re-roofing and overlays on a commercial building need a Commercial Roofing Permit. The Houston Permitting Center lists plan review and inspection as required, with the Commercial Re-Roof Only Worksheet (CE-1076) or the Roofing Overlay Only Worksheet (CE-1104), and says the permit is valid for six months. The City's walk-in checklist adds that an energy code report with a COMcheck inspection checklist is required when deck insulation changes.
Outside Houston city limits
Webster, Nassau Bay, Seabrook, League City, La Marque, Dickinson, Santa Fe and Pasadena have their own building departments and their own rules. Properties in the Texas Department of Insurance designated catastrophe area may also need windstorm inspection and certification. Mammoth confirms the permit path with the right office before re-roofing work begins. Our Texas windstorm requirements guide covers the TDI side.

The visit
What a Mammoth repair visit includes
Every visit follows the same sequence.
Intake
We ask what system is on the roof, its age, whether it is under warranty, and what you are seeing inside. Warranty documents change who must be notified and how the repair is done.
Roof walk
We check seams, flashings, penetrations, edge metal, drains and equipment curbs, and note soft or wet areas that would shorten a repair's life.
Repair to the system
The repair uses compatible materials and the method the membrane calls for, whether that is welding, plies, fasteners or coating.
Drainage and housekeeping
Drains in the work area are cleared, and loose fasteners and scrap are removed.
Written findings with photos
You receive what failed, what was done, and what we recommend watching or budgeting for. That record supports warranty, insurance and capital planning conversations.
Warrantied roofs
Repairing a roof that is still under warranty
A manufacturer warranty can set who may repair the roof and how. Check before anyone cuts the membrane.
Many manufacturer warranties carry repair conditions. GAF's sample EverGuard Diamond Pledge NDL Roof Guarantee, for example, says repairs of conditions the owner is responsible for must be performed by a GAF-certified roofing contractor, and that additions or modifications to the roof need GAF's prior written approval. Mammoth Services is a GAF GoldElite Commercial Contractor and is certified with Carlisle, Soprema and Sika Sarnafil, so it can work within those manufacturers' procedures.
Our page on commercial roof warranty maintenance requirements explains the upkeep conditions manufacturers set. Warranty eligibility, terms and coverage are set by the manufacturer and depend on the roof system and project.

Service area
Commercial roof repair across Houston and the Bay Area
The repair method follows the roof system. The conditions follow the address. Here is what we keep in mind in each city we serve.
Houston, TX
Houston's warehouses, offices and retail centers often carry decades of layered repairs, and City permit rules apply once work grows past small patching. Commercial roofing in Houston
Webster, TX
Medical offices and business parks along the NASA Parkway and I-45 corridor carry heavy rooftop HVAC, so curb flashings and condensate details see constant service traffic. Roof repair in Webster
Clear Lake, Houston
Near Johnson Space Center, many low-slope office and research buildings are inside Houston city limits, where the 100 square foot permit line applies. NWS recorded a 65 knot Beryl gust at Clear Lake Park. Flat roof repair in Clear Lake
Nassau Bay, TX
Lakefront offices and hotels in Nassau Bay face open water on several sides, so wind-driven rain and edge damage are the first checks after a storm. Storm repair in Nassau Bay
Seabrook, TX
Seabrook sits on Galveston Bay, and TDI lists areas of the city east of State Highway 146 in the designated catastrophe area, which can affect repair documentation. Roof repair in Seabrook
League City, TX
Retail centers and offices along I-45 in League City sit inland from the bay but still inside TDI's Inland I windstorm zone, so wind repairs should be well documented. Roof repair and coatings in League City
La Marque, TX
Industrial and commercial buildings near the Texas City side of Galveston County face salt air and bay wind, and TDI lists La Marque in Inland I. Roof repair in La Marque

Questions
Commercial Roof Repair: direct answers.
If your question is not here, call Mammoth Services at (832) 416-1566.
- 01
How much does commercial roof repair cost in Houston?
It depends on the roof system, the size and number of failures, access, whether wet insulation must be replaced, and warranty requirements. A single welded TPO patch and a rebuilt run of base flashing are very different jobs. Mammoth Services prices repairs after seeing the roof, and the written findings explain what the scope covers so you can compare it with any other proposal.
- 02
Can a TPO roof be repaired, or does it need replacing?
Most TPO roofs can be repaired. Aged membrane is cleaned and prepared, then new TPO is heat welded over the damaged area and the weld is probed. Replacement makes more sense when the membrane is brittle across the roof, the insulation underneath is widely wet, or leaks keep returning in new places.
- 03
Do I need a permit for a commercial roof repair in Houston?
Houston Public Works has said roof covering work that does not exceed an aggregate of 100 square feet, and tarping, can be done without a permit. Re-roofing and overlays need a Commercial Roofing Permit with plan review and inspection. Cities outside Houston have their own rules, so confirm with the local building department.
- 04
Will you repair a roof another contractor installed?
Yes. Mammoth Services repairs TPO, PVC, modified bitumen, built-up, metal and coated roofs whether or not Mammoth installed them. If the roof is under a manufacturer warranty, share the warranty document before the visit, because many warranties set who may repair the roof, which materials are allowed and who must be notified.
- 05
How do I know if my flat roof needs repair or replacement?
Look at the pattern, not just the leak. One failed detail on a dry, sound membrane is a repair. Widespread wet insulation, a membrane worn across the roof, or leaks that move every season point toward restoration or replacement. A roof walk and, where needed, a moisture survey settle the question with evidence.
- 06
How often should a Houston commercial roof be inspected?
Many owners schedule inspections in spring and fall and after major storms, and many manufacturer warranties expect regular inspections and records. Through its partner Roof React, Mammoth offers the RAMP program for scheduled inspections, preventive maintenance, seasonal preparation and response coordination, with records kept in Roof Passport.
