The short answer

What Mammoth Services does in Nassau Bay.

Mammoth Services is a commercial and industrial roofing contractor based on East NASA Parkway. In Nassau Bay, Mammoth Services handles roof replacements, recovers where the existing roof allows, restoration on sound roofs, and new construction roofing for hospital, medical office, hotel, office, and waterfront buildings.

Nassau Bay is its own city, not part of Houston. A Nassau Bay roof goes through the City’s Building Department, with plan review and inspections by SAFEbuilt and a separate Fire Marshal review for commercial projects. The whole city is floodplain, so larger scopes are checked against the City’s substantial improvement rule before they are final. Mammoth Services plans all three steps into the schedule.

Its own city

Nassau Bay permits run through Nassau Bay.

Nassau Bay sits across NASA Parkway from Johnson Space Center, but it is not part of Houston. It incorporated in 1970, and its Building Department handles permits, plan checking, inspections, contractor registration, and floodplain management.

Permit first

The City lists roofing, and alterations and repairs, among work that needs a permit. Commercial submittals go through the City’s MyGov portal with construction documents, and SAFEbuilt performs plan review and inspections for the City.

Fire Marshal review

Commercial projects also need Fire Marshal permits and plan review. We plan for that second review from the start, so it does not surprise the schedule.

Codes and inspection

Nassau Bay adopted the 2021 International Building Code and 2021 International Energy Conservation Code, with COMcheck reports for commercial permits. A roof permit has its own final roof inspection.

One local detail: the City says roofing permits in Nassau Bay do not need a WPI-8 windstorm certificate, because Nassau Bay is not in a Texas Department of Insurance zoned region, and TDI’s Harris County list of designated catastrophe areas does not include Nassau Bay. The roof still has to meet current codes and the windstorm-rated speed requirements for the area, and Mammoth Services specifies it that way.

The whole city is floodplain

Big roof scopes start with a call to the City.

The City of Nassau Bay states that its floodplain encompasses all of Nassau Bay. That changes how larger projects and storm repairs are reviewed.

01

Substantial damage and improvement

When the cost of repair, regardless of the cause of damage, or of improvements reaches 50% of a building’s market value, the City requires building permits and elevation certificates and holds the building to the same standards as new construction.

  • A re-roof inside a larger renovation is part of that picture
  • So is roof work after a major storm
02

Equipment counts too

Nassau Bay requires new and substantially improved structures to be built at least 24 inches above base flood elevation, and the requirement extends to equipment serving the building, such as air conditioning units and ductwork.

  • Rooftop curbs and supports coordinated with mechanical scope
  • Questions raised with the Building Department before the scope is final

Across from Johnson Space Center

The commercial buildings of Nassau Bay.

Nassau Bay was planned from 1962 as a community bounded by Clear Lake, Carlton Bayou, and Swan Lagoon, with stores, office buildings, marinas, a hotel, a hospital, and a shopping center among its early buildings.

01

Hospital and medical office

Houston Methodist Clear Lake Hospital is in Nassau Bay across from Johnson Space Center, with medical office buildings on Space Park Drive and NASA Parkway. Roofs here sit over patient care that does not stop for construction.

  • Air intakes, odors, and noise planned with facilities and infection control staff
  • Rooftop equipment shutdowns scheduled, not improvised
  • Phasing around patient areas and entrances
02

Nassau Bay Town Square

Town Square is a 31-acre mixed-use development at NASA Parkway and Saturn Lane, directly across from the Johnson Space Center entrance, planned with office buildings, a hotel, retail, and a conference center. It replaced 12 low-rise 1960s office buildings demolished in 2008. City Hall is on Space Park Drive.

  • Newer roofs with design-phase specifications and warranty requirements to respect
  • Work sequenced around hotel guests, tenants, and events
03

Waterfront and older commercial

Marina, hospitality, and office buildings near the water face salt air and the strongest wind off the lake. Older buildings may carry decades of repairs and past re-roofs.

  • Edge metal, fasteners, and equipment supports checked for corrosion
  • Core cuts to learn what is really on the roof before specifying

Questions

Commercial roofing in Nassau Bay: direct answers.

If your question is not here, call Mammoth Services at (832) 416-1566.

  • 01

Is Nassau Bay part of Houston?

No. Nassau Bay is its own city. It was developed beginning in 1962, incorporated in 1970, and runs its own Building Department, so Houston’s permit worksheets do not apply to a Nassau Bay roof. Clear Lake, across NASA Parkway, is inside Houston.

  • 02

Does a commercial roof in Nassau Bay need a WPI-8?

No, according to the City. The City of Nassau Bay says roofing permits do not require a WPI-8 Certificate of Compliance because the city is not in a Texas Department of Insurance zoned region, and TDI’s Harris County list does not include Nassau Bay. The work still has to meet current building codes and the windstorm-rated speed requirements for the area.

  • 03

Who reviews and inspects commercial roofing work in Nassau Bay?

The City of Nassau Bay contracts with SAFEbuilt for plan review and inspections, and the Fire Marshal’s Office requires additional permits and plan review for commercial projects. A roof permit has its own final roof inspection, and Mammoth Services schedules it.

  • 04

Can Mammoth Services work on an operating hospital or medical office building in Nassau Bay?

Yes. Mammoth Services plans the work with your facilities and safety teams: air intakes, odors, noise, rooftop equipment shutdowns, access routes, and phasing around patient areas. That plan is written down before work starts.
