Commercial roof replacement ยท Houston, Texas
Commercial roof replacement in Houston: cost factors and planning.
Two bids for the same roof can be far apart, usually because of scope. This guide explains what moves the cost of a commercial flat roof replacement in Houston and the Bay Area, what the codes require, and how to plan the work around an occupied building.

The short answer
Roof Replacement: what Houston owners should know.
The cost of a commercial roof replacement in Houston is driven by the roof system chosen, whether the old roof is torn off or recovered, how much insulation the energy code requires, how much wet insulation is found, access and building height, edge metal and flashings, wind uplift requirements, warranty term and permits. A price per square foot only means something when two proposals carry the same scope.
Mammoth Services replaces TPO, PVC, modified bitumen, built-up, metal and coated roofs, and as a GAF GoldElite Commercial Contractor can offer GAF warranties on qualified projects. Public buyers can use TIPS Contract 24060401. Call Mammoth Services at (832) 416-1566 to book a roof assessment.
Cost drivers
What drives commercial roof replacement cost per square foot
We do not publish a price per square foot, because the same building can carry very different scopes. These are the line items that move the number.
| Cost driver | Why it moves the price | What to ask in a bid |
|---|---|---|
| Roof system | TPO, PVC, modified bitumen, built-up, metal and fluid-applied systems differ in materials, labor and detail work. | Which membrane, what thickness, and what attachment method? |
| Tear-off or recover | Tear-off adds removal and disposal but exposes the deck. A recover saves removal but is only allowed when code conditions are met. | How many layers exist now, and was that confirmed with cores? |
| Insulation to energy code | A replacement generally must bring above-deck insulation up to the current energy code, which can mean much more insulation than the old roof had. | What R-value is specified, and does it meet the code the City enforces? |
| Wet insulation and deck repair | Wet insulation must come out, and rusted or rotted deck must be replaced. Neither is fully known until the roof is opened. | What unit price applies to deck and wet insulation replacement? |
| Height, access and logistics | Crane time, staging space, hoisting and traffic control add cost on tall or tight sites. | Who provides the crane, and where will materials be staged? |
| Edge metal, flashings and equipment | Perimeter metal, parapet flashing, curbs and raising rooftop units for proper flashing heights add labor. | Is new edge metal included, and are units being lifted? |
| Wind uplift and windstorm | Attachment patterns tighten at corners and perimeters, and coastal properties may need TDI windstorm certification. | What uplift rating is specified, and is a windstorm inspection required? |
| Warranty term | Longer manufacturer warranties often require specific components, inspections and fees. | Which warranty, what term, and what does the manufacturer require? |
| Permits and inspections | Permit fees, plan review and inspections are part of the project cost and schedule. | Is the permit in the price, and who schedules inspections? |
No published cost range is quoted here. A useful comparison holds the scope constant and compares the price.
Tear-off or recover
When a recover is allowed, and when it is not
A recover installs a new roof over the existing one. It can save money, but code and condition set hard limits.
The code limits
The reroofing provisions in the International codes generally do not allow a recover where the existing roof or roof covering is water-soaked or has deteriorated to the point that it is not an adequate base, or where the roof already has two or more applications of any type of roof covering. Houston adopted the 2021 International Building Code and International Existing Building Code effective January 2, 2024.
- No recover over water-soaked or deteriorated roofs
- No recover where two or more coverings already exist
- Product approvals carry the same limits
Why condition matters more than code
Even where a recover is legal, covering wet insulation or a weak deck can make the damage worse, as FacilitiesNet's code discussion notes. A moisture survey and cores tell you whether the existing roof is a sound base.
- Infrared survey to map wet insulation
- Cores to count layers and confirm materials
- Deck checks at drains and past leak areas
When a recover makes sense
A single existing roof that is dry, well attached and on a sound deck can be a good recover candidate. The savings come from skipping removal.
- One existing covering
- Dry insulation confirmed by testing
- Compatible new system and approved attachment

Energy code
Houston energy code and roof insulation R-values
Insulation is often the largest swing in a Houston replacement budget.
Which code applies
Houston City Council adopted the 2021 International Energy Conservation Code along with the other 2021 International Codes, effective January 2, 2024, and City energy forms place Houston in Climate Zone 2. Under the IECC, roof replacements on buildings where the roof is part of the thermal envelope and the insulation sits entirely above the deck must meet the code's insulation requirements, as Building Enclosure explains.
The number
For Climate Zone 2, the 2021 IECC commercial table lists R-25 continuous insulation for insulation entirely above the roof deck, as summarized in a Texas re-roofing permit questionnaire and a manufacturer code summary. Many older Houston roofs have far less, so meeting R-25 can raise roof height, which then affects edge metal, curb heights and door thresholds at rooftop access points. Tapered insulation rules allow some thickness reduction at drains.
What the City asks for
The City of Houston's One Stop checklist requires an energy code software report with a completed COMcheck inspection checklist for commercial re-roofing when deck insulation changes. Other cities in the Bay Area enforce their own adopted energy code, so confirm the requirement locally.

Timeline
How a commercial roof replacement project runs
Most schedule risk sits before the first crew arrives.
Assessment and testing
Roof walk, cores and, where useful, an infrared moisture survey. This sets tear-off versus recover and the real insulation and deck scope.
System and specification
Choose the membrane, attachment, insulation and warranty. On GAF projects, the warranty sought shapes which components are required.
Permits and approvals
In Houston, a Commercial Roofing Permit requires plan review and inspection, with the Commercial Re-Roof Only Worksheet (CE-1076). The Houston Permitting Center lists processing at 10 business days and says the permit is valid for six months. Coastal properties may also need TDI windstorm inspection.
Scheduling and phasing
Sequence sections around weather, tenants and rooftop equipment. Houston's summer storms and hurricane season make dry-in planning important.
Installation and inspections
Daily tie-ins keep each section watertight overnight. City and manufacturer inspections are scheduled as sections finish.
Closeout
Final inspection, warranty registration and a record of the roof system, specifications and warranty, which can be kept in Roof Passport through our partner Roof React.

Occupied buildings
Phasing a roof replacement over an occupied building
Good phasing keeps the building open and dry.
Section by section
The roof is divided into areas that can be torn off and made watertight in the same day. Nothing is left open overnight.
- Daily watertight tie-ins
- Weather checks before each tear-off
- Temporary protection staged on the roof
Protecting the inside
Tear-off shakes debris loose from the deck. Data rooms and patient areas may need interior protection or scheduled downtime.
- Walkthrough with facility staff before work
- Plastic and dust protection where needed
- Work hours set around sensitive operations
Air intakes, odors and noise
Adhesives and hot work can affect indoor air near intakes. Intake shutdowns and low-odor products where the system allows reduce complaints.
- Intake shutdown coordination
- Product selection for occupied buildings
- Tenant notices ahead of noisy phases
Rooftop equipment
Units may need to be lifted and curbs raised to meet flashing heights.
- Crane picks scheduled off-hours
- Curb heights checked against new insulation
- Mechanical contractor on the schedule
Budgeting
Budgeting, warranties and public sector purchasing
These points help you budget and compare proposals fairly.
Compare scope, not totals
Line the bids up against the cost driver table above. A low number that assumes a recover, skips insulation upgrades or carries no unit price for wet insulation is not the same job.

Questions
Roof Replacement: direct answers.
If your question is not here, call Mammoth Services at (832) 416-1566.
- 01
How much does a commercial roof replacement cost per square foot in Houston?
There is no honest single number. Cost per square foot depends on the system, tear-off versus recover, insulation needed to meet the 2021 IECC, wet insulation and deck repair, access, edge metal, wind uplift, warranty term and permits. Mammoth Services prices after an assessment and itemizes scope so you can compare bids on equal terms.
- 02
Can a new roof go over my existing commercial roof?
Sometimes. Reroofing code provisions generally do not allow a recover over a water-soaked or deteriorated roof, or where two or more roof coverings already exist. Even when allowed, the existing roof should be tested for wet insulation first. Cores and a moisture survey answer the question with evidence.
- 03
What R-value does a Houston commercial roof replacement need?
Houston adopted the 2021 IECC, and Houston is in Climate Zone 2. The 2021 IECC commercial table lists R-25 continuous insulation for insulation entirely above the roof deck in that zone. Requirements depend on the roof assembly, so confirm the applicable path with the City during permitting.
- 04
Do I need a permit to replace a commercial roof in Houston?
Yes. The Houston Permitting Center requires a Commercial Roofing Permit for a new roof or overlay on a commercial structure, with plan review, inspection and a re-roof or overlay worksheet. The City lists the permit as valid for six months. Other cities in the Bay Area have their own building departments.
- 05
How long does a commercial roof replacement take?
It depends on roof size, phasing, weather and permitting. Testing, specification and permits often take longer than installation. In Houston, the Permitting Center lists commercial roofing permit processing at 10 business days. Installation time depends on how many sections can be safely opened and closed each day.
- 06
Can a school district or city buy a roof through TIPS?
TIPS says its contracts are awarded through a competitive bid process and are available to schools, colleges, universities, cities, counties and other government entities. Mammoth Services is a TIPS awarded vendor for roofing under Contract 24060401. Confirm with your procurement office how TIPS fits your purchasing rules.
